SENSITIVE AND CREATIVE DEVELOPMENT.
Village development is usually connected to infrastructure development (irrigation, roads etc), public facility (health, education, etc), job opportunity (better farming, home industry, services, etc). In the meantime Human Development Index is mostly measured by life expectancy, education and standard of living. One important factor is often forgotten, that is the human quality in terms of creativity, productivity, motivation, initiative.
In some area the natural resources, infrastructure, and facilities have been improved but the people do not use the opportunities to progress, and the development efforts do not result in optimum improvement of welfare. Some village development brings better amenity but it does not really produce meaningful growth of productivity and income. There is something missing in the village development.
Village development does include some training, but they are mostly related to skill training such as training for better farming, small businesses, home industry, handicrafts, etc. Not much attention is given to developing sensitiveness, creativity, innovation, problem solving, inter community cooperation etc. Social dynamics and motivation to progress are some of the most important basis for development.
The low cost small road development in Nias villages will need a complementary program in human development which focus on strengthening the human quality and capacity of the community to utilize the opportunities produced by other development activities. They will need facilitators to develop sensitiveness, willingness to change and develop, creativity to use new approaches, and innovative community cooperation.
Village arts and cultural activities can bring a new environment and interesting atmosphere to community development. They will help the community in developing sensitiveness, creativity, dynamics. Community cultural appreciation and expression will help the community to be more open and dynamic and to be more sensitive to values. Cultural activities will inject new vitality and enthusiasm to the boring routine life.
Some components of the creative development training are:

a. Human capital, social capital, cultural capital
b. Motivation to progress, willingness to change
c. Creativity, initiative, innovation
d. The power of cooperation and synergy
e. Strengths, weaknesses, opportunity and threats of current condition:
2. Developing creative life and development
a. Identifying existing cultural interest groups
b. Strengthening the basic components
c. Providing technical and management assistance
d. Village arts performance and festivals
e. Integrating cultural, economic, and physical development
Schedule:
Semester 1 Introduction, identification, preparation, recruitment, TOT
Semester 2 Start of component (1) and (2) training/facilitation
Semester 3 Integration in development program
Semester 4 Consolidation, extension, and training for further program
In semester 1 the program will start and be prepared for 5 selected villages
In semester 2 after the TOT the program will be prepared for 25 villages
In semester 3 the program will be prepared for 125 villages
In semester 4 the program will continue with consolidation
At the end of semester 2 and semester 4 there will be evaluation workshop
